Amtrak signs AECOM-Jacobs JV for US$6bn tunnel project

Railway company Amtrak has announced that ADVANCE, a joint venture between Dallas-based infrastructure firms AECOM and Jacobs, has been selected as the delivery partner for the US$6 billion Frederick Douglass Tunnel Program in Baltimore, US.

ADVANCE’s role will include design oversight, construction management, contract management and other administrative support.

Amtrak had previously chosen a Kiewit-Shea JV to construct the tunnel.

Construction work on Amtrak’s biggest capital project will commence later in 2024, including utility relocations and building the first of five bridges.

This contract is part of a delivery partner model, which is a collaborative arrangement between a client, such as Amtrak, and a private partner, the ADVANCE joint venture team, to manage and deliver a large-scale construction project.

The railway company stated that the award follows a competitive procurement process that began in early 2023.
